Uninstall the game, delete ALL content from your PC/hard-drive in relation to the game.
I forgot to delete this folder (uninstall will not delete this, content here was likely corrupted):
C:/Users/*UserName*/AppData/Local/Insurgency
When the game 'uninstalls' it just purges this one folder:
C:/ProgramFiles(x86)/Steam/steamapps/common/Sandstorm
I did also go through mod.io and redid my account authorization, I'm not sure this is really needed now. I'm thinking something was just corrupted in the files for the game. So best route is complete uninstall/delete all content, then just start reinstalling again.
Right now its downloading all the mods/maps I typically use/play (ISMC being one of the best).
Oh and just to beat a dead horse: I really wish they would have just kept it all in Steam Workshop, I never had this much BS in dealing with mods/downloads on any of my other Steam games.
With Mod.io you have to MANUALLY purge old downloads/files it doesn't remove/replace when you download a new version of a map/mod, it just makes another folder. I kinda found this out the hard way when I noticed this game was getting bigger and bigger, even larger than ARMA 3... I realized its the broken method in which mod updates are downloaded...

I did try what your link says back when I was having this problem, but with no success. However for some this may be what they need to do.
I googled this issue and found this thread:

It mentioned that if you go to the engine.ini file and modify a section titled:[/script/modkit.modioclient] , the problem could be solved.
I followed this process but with no luck. I logged into mod.io website, and found that somehow my access token is expired, I guess that thing only worked for 1 full year and was not auto renewed for me. I actived a new access token and copied the long string to replace the one in engine.ini.
But the issue is not solved in my situation.
After several back and forth, I simply delete the section [/script/modkit.modioclient] and saved the engine.ini file. And launched the game, the problem is solved! Seems like if that section is missing, the system would retrieve that information from mod.io and make everything work again.
I think this is a pain in the aXX for normal player to look at the document and code at mod.io and try different things for several hours but still cannot understanding what is going on. Hope dev could help to address these issues.

> This issue occurs whenever your Mod.io token becomes invalid. You can resolve this issue by renewing your token.
1) Navigate to:
C:\Users\%username%\AppData\Local\Insurgency\Saved\Config\WindowsClient.
2) Open the "Engine.ini" file.
3) Delete the bottom portion under [/script/modkit.modioclient] and save the file.
The next time you click on the Mods option in the in-game menu, you will have to re-accept the Mod.io terms of service. After that, a new token will be generated for you, which should fix the issue.
It was troublesome, so I deleted engine.ini and it was solved.
