Best Engine.ini for FPS boost and Mouse Smooth
This is a .ini code that works very well at addressing alot of the present fps and lag problems. You could create this yourself through research and reading comments but I figured it would better serve everyone together in one place.

Navigate to C:\Users\YourUser\AppData\Local\Insurgency\Saved\Config\WindowsClient open the engine.ini and replace it with the code below starting at [Core.System]..

Can I ask what your settings are at ingame?
My settings were at the lowest possible. Since last update, I selected the "auto" video settings and then disabled or lowered some stuff like shadows, post processing and motion blur, and now it works mutch better for me. I still have some fps drops down to 40s, but I have almost no freezes anymore !
yes weird thing is .... deleted config creates one
but setting atuo in game creates a different one .

now both side by side you can tell they are different .

i have also heard that frame pacing is an issue in the studio ...........

somtimes younger devs have problems with frame pacing , i hope they can sort it out .

Iam not 100% sure what its called but something like this...frame rendering I think. Its almost at the bottom of the video settings.

I changed it from 1.2gb to 500mb and the game now runs buttery smooth as opposed to a lot of stuttering before.

Can someone in this discussion give me the default engine.ixi file for sandstorm. I made these changes due to trying to fix micro stutter and i don't like the way it looks. I was playing on max settings with 90 fps so its not my pc. All i need is for someone to copy and paste me the default file. Thank you Guys!<3

Delete the config the Game will generate new for you

K NONE of those files are on my PC at all. all my files are on this pc/c/programfiles x86/steam / steamapps/common/sandstorm and there is NO engine.INI on my PC WHATSO EVER how do i find and edit these files????

Enable "show hidden files and folders" in Windows folder options.
Open your Users folder, your User folder, Appdata, Local, Insurgency. It's there.

Entering this in the Start (or Run) is the quickest way to get to that location:

But keep in mind that OP's post is for a much earlier build of the game on a much earlier version of UE4, so there might be some serious unintended effects.

YES thanks for pointing this out! Hey everyone, this post is fairly old at this point, this was made in its first few weeks of beta. Running this could just make everything way worse. However if you here because you cant run the game then ♥♥♥♥ may as well give it a try!

Just delete the file and launch the game again, itll create a new default one.
