stuttering/freezing

stuttering/freezing for a second when i see an enemy up close or get in a gunfight most of the time and its hella annoying and i play on lowest settings lol even 1600x900
Also, textures are always loading in infront of my eyes making me stutter until all are loaded but i average around 40 to 55 frames

I know next to nothing about AMD but 8 GB of RAM isn't helping you when it comes to stuttering.

set an in game setting fps limit. something close to your average, not your highest. it will help it out a bit.

check your CPU usage while you play, this game doesn't run well on quad cores. If its at 99 or 100% then its your cpu. Do the same for ram.
