Music licensing, probably. Typically when a game is removed from a store many years later, for seemingly no reason, and it has licensed music: that's the reason, 9 times out of 10.

There's a lot of licensed tracks in SO:TL, including from Jimi Hendrix, Alice in Chains, Deep Purple, and more. Probably wasn't cheap.

They could always just remove the music but this is 2K so they probably see that as too much effort

Really... I thought it's because the game had not sold enough or so well.

They literally removed the music in Mafia 1 (original edition). I could see 2K removing the music, if it they want to go that route.

They could always put generic tracks, other different tracks, and/or no sound in those tracks, if need be.
