Personally, I like the Pre-Sequel, but play it after finishing BL2.
It's my least liked of the first three games but gameplay wise there is fun to be had and the claptrap dlc is worth playing through at least once.
Save your money unless you're a fan of truly mindless killing for no reason whatsoever, and dumb jokes. The writing seems to come from the darkest abyssal corners of Randy's darkest violent fantasies...
The mechanics are the same, some maps are tactically nice (e.g. the space dock....), but I never could bring me to finishing it - and I got thousands of hours in BL1 and BL2.
Yeah I hear you I liked playing as Claptrap enough to beat the game with him though.
If you have the time by all means play Presequel. It's a good game, but not as good as the previous ones.. It's all up to you in the end.
Have fun, either way.
Storywise i would say it is an absolute must as it explains many details of the story in BL2 and shows that Jack was a good guy for most of his life and only the repeated betrayal he faced made him go to such extremes.
Athena and Claptrap really had a lot of the focus storywise, so if you are interested in either of them (I liked Claptrap from 2, and while I never played 1, I did grow to like Athena somewhat) then TPS will be more enjoyable. Athena makes comments from time to time since she is telling the story to the Crimson Raiders (who also comment). Claptrap of course stars in his DLC (which is pretty much nothing but the inside of Claptrap's mind), but when playing as him you also get some insight into him. Also you see Jack's growing hatred for the whole Claptrap product line which is of course a plotpoint in 2.
