R-Mining

after quite a while i "came back" to the game
i started a normal game in singel player (first option)
i got around 30 hours on that save, but i've yet to see, find or even read about r-mining in game; it is like the whole aspect doesn't even exist? i even did the first couple sets of quests from the adventurer.
i destinctly remember the 2 different ways of mining (aka straight to your ressources and/or ore, etc.), and 2 different kind of mining lasers..
am i missing something? or is this a weird glitch/bug?

EDIT: shortly after writing this post the problem solved itself. some random secret stash dropped 1 R-Mining-Tool, which started the quest-chain and made (rare) the tools available at equipment docks (after nigh 35 hours mind you).
