Report a translation problem
If it doesn't stop stuttering, you can check a few things. I've had a virus scan going in the background that I wasn't aware of, and it was causing big weird stutters in my computer. It could also be a bad network connection (if you are playing on a server, Wi-Fi can get messy). It could even be a low battery if you have a wireless mouse. It's one of those cases where you have to try to eliminate things one at a time until you find what's causing it.
Just a note: Don't change a ton of things all at once, that makes it very hard to figure out what the problem was. Then if it flares up later, you'll have no idea what particular thing fixed the issue.
