Report a translation problem
1. driver issues (Avorion has other driver requirements than most other games because it is using OpenGL instead of DirectX - Nvidia had issues with OpenGL in the past especially if the driver wasn't installed in a clean way - though ping issues probably are not a graphics driver problem but could come from the mainboard or other chipset drivers or even a sound card)
2. mods - are you using any?
3. background application (firewall/antivirus or bascially _anything_ that is running in the background - check the task manager)
3a. as Avorion is using a client/server model even for single player (with local client/server) especially firewalls can cause issues if the configuration is not ok (default Windows firewall doesn't cause problems usually - not sure about others)
4. broken installation (repair the game or even do a clean uninstall&re-install)
4a. also cleanup shaders - I think there is an option for that in steam somewhere...
General questions:
- which version are you on? (latest stable seems to work quite well - I did read about some performance issues with the latest beta)
- which operating system? I assume Windows 10 or 11 since you didn't explicitly write "Linux"
- how many FPS do you usually get? (for identifaction of possible driver issues - your setup should easily deliver >120 fps in most situations except for crowded fights with lots of wrecks)
At least this is not "normal" behavior as it didn't happen with my old nor my new machine.

3a. Antivirus firewall is something i haven't tried yet, but i will see if that works.
4. Already verified/reinstalled the game.

-120+ fps all the time.
I especially want to point out the part about the anti-virus, as your problem - the fact that restarting the galaxy fixes the problem - could be indicators of a problem with the anti-virus.
If none of this helps, you could write ‘/profile’ in the chat in Avorion to generate a profiling file. You can then send this to us with the corresponding client and server logs to support@avorion.net. Then we can take a closer look at it.
