a systems economy should be determined by use, not mandated by RNG. that's pretty weird.
wait... are the only economy systems the ones with npc's controlling them? well that throws a wrench in things then.
are mines like that too, or do they have to stay in a system with that resource

Maybe I totally misunderstand the OP, but it seems like somebody should mention the TRADING Subsystem. If you install one of these on any ship (I like to put them on stations too, because demand fluctuates) then you can open up that tool from either the FPS or Strategy view and the very first tab shows you all the products (from mines and factories) which are in demand in that sector.
You can also view a different style of this readout in the GALAXY Map, but you have to select the specific trade good you want to check for and then it shows a color-coded supply/demand bubble in a limited radius.
If you can find a sector which contains several NPC-owned Steel Factories inside a galaxy-bubble where the Strategy Map Trading Readout says the value of Coal or Scrap Metal is at +30%, then that's a great place to build a Coal or Scrap Metal factory.
If you want to build a Steel Factory, you should have a reason to build one. That reason is either because Steel is in high demand in that area, or else because you are progressing toward a Steel-dependent industry like a Turret Factory. You should not just build a Steel Factory because you think it sounds cool. That's pretty inline with "Underpants ?????? PROFIT!"
Docking factories together is a real PITA until you get the hang of it. I like to make BIG docks, at least 6 tall by 6 wide, to make docking easier, and then 12 or 18 deep to make sure that each station has plenty of room to expand. At that point you take your existing station and put it into TRANSPORT MODE. Now you need to have at least 2 docks on the moving station and at least 1 dock on the station to connect to and 1 dock on your ship. You dock your ship to the moving station. Now you have to maneuver that station's free dock very very close, and very well aligned, to the connecting station. Now you jump into the moving station, target the connecting station, and if you got the station docks close enough and well-enough aligned you can use the docking function to get the stations to connect together via their tractor beams.
If you fail any of the precision steps like getting the docks same-sized and getting the docks aligned, then they'll clamp together off center and you get all the fun of starting over... unlike starting from scratch, you now have to try to back the moving station off of the connecting station without banging the two together. The ship you use as a tug should have plenty of pitch/roll/yaw and it's super helpful if it also has great vertical and horizontal strafing speeds.
taking a lot more infrastructure than I thought to be able to actually do anything with factories and the game is already chunking hard and i don't even have enough factories to supply the stuff needed for my turret factory, much less anything else. not looking promising.
now... here is something to think about.
Are you building your factories to make money? or are you building to make turrets?
If you are making money, I suggest you built in friendly territories and have it purely buy/sell (fire and forget really) with some defenses and call it a day ;) they will make you money while you do other things.
If you are building factories to make components, I suggest that you build your money-making factories/mine first so it is self-sustaining, then you can build factories and have NPC DELIVER you the stuff you need ;)
example: some station requires basic components to make advanced stuff. If you have the advanced station and buy from NPC, you get the best of both worlds (it does not matter where you are, NPC will find you. I build a "turret system for tech 50)" at 19,1 and NPC brings the raw materials.
since pirates just keep coming, i just set a carrier to patrol a sector and i scoop up the goodies and salvage the ship carcasses. effective pirate farm, but even with that constant inflow of trash and a research station, getting decent guns is insanely time consuming.
the whole research station route is a bust imo, just takes waaaayyy to much of my attention to sift through 1000 items deciding whats trash or not, and doing that repeatedly, non-stop, for a miniscule chance of something useful popping out. once i get the turret factory going, i'll just sell all that crap, making even more money, and freeing up tons of time to actually play the game.
In general, all weapons are standard just to make it easier to get usable equipment.

You can do "mass trash" anything below X level (which I start doing) I am at the point anything under legendary is not worth me looking at. So I recycle all weapons into parts (sadly we cannot own it so I built my station near one) and all others get toss into the research station.
I only sort through the legendary (purple) and see what I want to keep or play around ;)
Note: if you put a teleporter and software ON the research station, it can target itself and you can cycle/merge like item to create more higher level stuff.
another trick I start using, I pick "one station" to be my hub and put like 6-7 purple level teleporter range. most of my stations are 4km apart and I can access other station and move supply (via access cargo bay) without needing a ship. It is SOOOOOO nice.
