I’m not sure how you ended up with the tutorial before you were in the area you could purchase torpedoes. Maybe you headed back to earlier areas shortly after mining some naonite?
You DO get torpedos during the tutorial. Not a lot, but the sequence is you build a ship with torpedo launchers, you get the quest, you go to the target sector, he gives you torpedoes. You get them both during and after the mission. Not a lot, of course, you really do have to buy torpedoes yourself if you want to use them regularly.
Also, who says you can’t use a ship just because it has torpedo launchers? It’s not like having those disables the rest of the ship. It can still mount turrets and blow up pirates, mine, and salvage. For that matter, you could have added torpedoes to your existing ship.
