Whats your pc spec?
What GPU are you using and what settings are you trying to play at? Try disabling Ambient Occlusion and lowering all the shadows to Low or Normal.
I don't think there is any. GeForce Now just runs the game as normal on their system and sends you the video. It works exactly the same as the version you run on your PC, it's just running on a different system, still through Steam, still able to access workshop and cloud saves and all that. nVidia has to decide they want to deal with managing the game, then they ask the dev if they can host it.
And also only like 3 basic fans that can't keep my computer cool at all, so I literally have no choice but to keep my CPU below half it's capability because of said cooling problem, even with it cleaned of all dust and the cooling gel (or whatever it's called) replaced.
Where do you live? Because 50 dollars really won't get you a 'good' computer part.
Ultimately modern games really need some pretty beefy hardware due to lack of optimisation and lots of background processing happening. After all, this game has an entire galaxy going on.
