It would appear that no one has an answer. Perhaps that command is as useless as it seems, or perhaps none of us has puzzled out the "correct" way to use it.
My "answer" has been to not use the command, and just put all my mines/stations into a single sector so they can supply each other:
Add a Dock block to a ship with big engines and lots of thrusters, put the mine or station into Transport Mode, then push or pull it to the sector with the other station/mine. Convert the mine or station back to production mode, wait 10 minutes for it to start working again, and tell one to supply the other via the Trade Goods interface.
To make the transport easier:
If you've already added fighters, then you should also keep a large enough hangar to hold them.
Also remember that its the lower chain you select in the left hand menu as its sender>receiver, but i suspect your issue is you dont own the station you want the goods from.
save the station (you want to move)
then load a small ship design to the station
engage transport mode
dock a bigger ship to the small station
move to desired sector
undock
load station back to station design
re engage station mode, takes 10 mins
