Research stations are by far the easiest way to get legendaries, assuming you horde every piece of equipment you find.

Keep in mind that you do not care *what* subsystems you have, just that you have 3 legendaries, so just keep spamming research with 3 subsystems of the same quality (Unless they changed it, 3 at the time yields more upgrades per subsystem than using 5 at the time)
I used to manually/in-sector salvage scrapyards with a carrier ship for massive amounts of modules. The resources are poor, but thats not what your after. Noticed that since 2.0 came it, its less lucrative drop wise.
Just remember, it HAS to be subsystems, dont mix a weapon in with them. Used to allow 1 artefact to count as 1 of the 3, dont think thats the case anymore.
