To get into secured containers without the Black Market DLC: put a docking block on your ship, dock to a secured container with it and take the container to a smuggler hideout. They can open them for you, and the contents are usually the same as what you find in secret stashes, only with 4-5 things instead of the usual 1-2.
As with any other container, shooting them will yield nothing beyond possibly the same random loot that appears when you salvage a wreck or destroy any other hull block, so don't waste your time if you haven't either the DLC subsystem or a docking block and the patience to drag them to a smuggler hideout.
