maybe read my statement at the top first before you comment.
1. headhunters spawn to often. (when fighting an AI faction, cause yes i do thing in the game)
2. they have unlimited torps.. thats kinda silly.

In case is hasnt been mentioned yet, I believe headhunters usually appear if you are traveling deeper into the galaxy with a weak ship. Basically a deterrent to prevent you skipping content.
Yes hostile factions like pirates are hostile at first contact; i'm talking about the civilian factions that you find that have fat stations and bases.
Them bounty hunters do come for you once in a while[in my case; must be how my server is set up] i guess i didn't notice who owned the sector, yep probably too close to the border. [and i usually immediately buy into a ceasefire if i happen to rile up the natives=rare occasion]

Just saying, but from where I sit it appears you two are talking about two different things.
Pirates =/= Declaring war on a faction.
That aside, concerning OP... Everything here comes in waves. There are times when I'm swamped constantly for hours wave after wave and then there's times of "hey, where'd everybody go"...???
I have always found the timed enemies in the game lackluster at best. It just gives the whole game a going through the car wash as a kid feel. Fun the first couple times but after awhile it's just the car wash. But how else would you do it whilst maintaining the generated qualities of randomness in encounters..? I can think of a number of ways but have doubts as to the efficacy of the solution vs the time involved to program/implement it.
Original issue in the OP sounds to me like it could be a combo of a glitched pod and not having big enough guns or any combination of those two, but actually the issue may not be anything more than just being in one of those places you just don't want to/can't/shouldn't stay.

PS: It's always bigger guns... And Armor. Don't underestimate the power of an armor wrapped excuse to carry rail guns under all that shield.
Kind of supports my theory that the pirate were hiring them, because my ally's territory is right next to the priate's territory they could freely come. I should test this more.
1. id=f you allied with a faction thats at war. you are now at war
2. if that factions *rep towards you is (BAD) THEY MAY send headhunters after you if your hanging around their terriotery to much, although i have seen this happen yet, it is a thing i guess

There is no differentiation made there between "normal" and pirate factions in findNearbyEnemyFaction(), however i can make 1 serious note about it...
Every 3 minutes game picks 4 random points in 7 sector radius from you, checks if they have been explored and if it belongs to any faction with hostile reputation, sends headhunters.
What that means is if you haven't explored throughly the area you are in, or if there simply are not many enemy sectors in sight then attacks on you may take much longer times. They can scan same sector twice too. So the more crowded the area you are in the more likely to get headhunters. It is in general not very likely to find a single sector of match in those 4 in a period of 3 minutes.
