Report a translation problem
As the funds are only used for purchases, and there are no negative effect for being under his "budget" just ignore it.
Here is what I found from other posts, and my own experience:
Based on the number and type of resources required for any factory or function(ship building), the station tries to keep enough $$ on hand to buy more resources as needed to fill the storage area with resources.
So looking at the station storage as half empty, it's possible you may have too much storage. More storage than your manager needs to build the products given a certain time cycle/cost per unit and demand.
Once your storage is full, the demand for resources still seems to yoyo around outside of a comfortable range forcing a message. Even with enough $$ it might still ask for more as demand spikes or ebbs. You'd think that if you're making $$ you don't need more, but the station pays you the excess BEFORE it pays for additional resources.
YMMV depending on you speed of delivery, manager skill(?), demand, and who knows what.
Until they make that little change that stops SETA from dumping out, you probably shouldn't rob the station piggy bank. Even without borrowing, the stations will probably send you requests for more $$.
would you mind providing a mod list?
eventually we can track down wich mod is causing that issue...
if you are lucky it may conclude that the source mod is obsolete...
