How To fix Mouse lag and FPS!
Credit goes to Gamepur.com

How to Fix Mouse Lag in Fallout 4:

Go to C:\Users\yourusername\Documents\My Games\Fallout4. Open Fallout4Prefs.ini and then change the following parameters:

iPresentInterval=1
to
iPresentInterval=0

Also change:

bForceIgnoreSmoothness=0
to
bForceIgnoreSmoothness=1

To be sure, you should also change the iPresentInterval in Fallout4.ini.

Fallout 4 Mouse Lag fix for Nvidia Graphics Card users:

Go to your Desktop, right click the Nvidia Logo at the lower Right of your Desktop. Choose "System Settings" or whatever it is in your Language. Now go to "3D Settings" and Add Fallout.exe to your Programs.

There change "Triple Buffer" to ON.
"Max frames render ahead" to 1.
And finally "V-Sync" on.

With the above Settings Fallout 4 runs at Max Settings and FXAA with 80 - 120FPS (120HZ Display) and no Mouselag / Tearing etc (already tested by me). I am running Fallout 4 with a NVIDIA 980 GTX.

Note from me, it has helped me with both the mouse and the Fps from 30 to 60 :)

Please leave feedback if this has helped you so the devs might notice it.

To be sure, you should also change the iPresentInterval in Fallout4.ini.
All I did was the above and it worked perfectly (for slow-feeling mouse movement only). :)

Nice! great to see it working ^^

Are you insane? Don't turn triple buffering on if you're worried about input latency =P You just added a good 16 ms for no reason.

The good news is, this does nothing when you set PresentInterval to 0, because you've just turned VSYNC off. The other good news is, if you change the Triple Buffering settings in the NVCPL, that only applies to OpenGL. So, this is entirely a placebo.

Thanks, now I have ZERO mouse lag

I changed all 4 settings but they did not fix my mouse lag, unfortunately.

Like I said, placebo :P

I have a project going that you can find by the title of Fallout 4 "Works" that will drastically reduce input latency on Windows 7 (Platform Update) or 8. It does an even better job on 8.1 / 10 by using some features game developers aren't using at the moment.

The result can be as much as 2 frames less latency given the typical grpahics driver configuration. If you're doing a solid 60 FPS the input latency can rival 120 Hz with a mouse, it's quite surprising how little work was necessary, but it's all very technical stuff that NO tweak guide or driver settings are ever going to bring about.

speaking of which, 99% of the stuff in this post is just wrong and will do nothing because it's for OpenGL.

Big thanks to you VOC Rockit. Completely fixed mouse lag - and made the frame rate beauiful. Ive followed a few guides and downloaded a mod that were meant to help but did not address either frame rate or lag issues. But this definitly works. Worth pointing out that the Nvidea settings are crucial.

I wanted to add my solution here too, since none of this worked for me. I have a 60Hz 4k monitor, but didn't realize it was locked to 30Hz when using HDMI. The game was running at 1080p on the monitor. Changing to a 1080p monitor at 60Hz solved the issue completely. Seems that if your game is running at well over 30FPS on a 30Hz monitor, the input lag issue occurs.

It's only "locked to" 30 Hz over HDMI at 4K and only if your GPU doesn't support HDMI 2.0 or YCbCr 4:2:0. This leads me to believe you have an AMD GPU because NVIDIA supports both of those things.

It was specific to my monitor, not my GPU. I have a 980.

I only modified fallout4prefs.ini and its night and day. I had the dpi on my mouse cranked up to like 4k to compensate, got it down at 3k maybe take it lower

I will give this a shot. A very skeptical shot. However, after reading what Kaldaien said, and knowing what I know about what input lag actually is, I will likely just revert to default settings and completely ignore this placebo...

Yeah...idk, maybe its just my settings, but this changed absolutely nothing....Before I tried this, I got a steady 60fps everywhere minus Corvega. After this "Fix" guess what, no change...and why would there be? Due to the way the game engine works, anything over 60 is just pointless...

But hey, let us all know when you find some kind of "Fix" that isnt just a placebo.

You could always try the software I wrote at launch.

Assuming you are on Windows 8 or newer, this will reduce input latency by doing triple buffering the RIGHT way. It's highly technical, but it worked wonders for me at launch when otherwise the game was a hitching mess.
