you can download all the music ever used in the fallout games and play that using winamp.

Not even 'high powered companies' can get away from this ♥♥♥♥ with all the lawyers in the world.
What happens is - anyone can list with Youtube any sound as their copyright. Then if your video has that sound and Youtube's content 'protection' system catches it the 'copyright owner' gets to decide if he wants to monetize that video. He gets all the money while your counterclaim is sorted out. 99% of the time the claim is sorted out properly - a week later when nobody is watching the video anymore and the bastard has taken all your money.
Having lawyers doesn't help here as its all automated.
Now - there is a way to screw with these guys. Several big Youtubers are deliberately adding in content from multiple sources to get the IP owners of that content to make multiple competing claims over 'ownership' of the video.
Which usually means *no one* gets any money, but that's better than the scammer getting it.

@OP: The only way to mute the randomly placed radios without muting the ambient music is to download this mod.

This mod replaces all radio music with silent xwm files, so even if the radios are on they emit no sound.
It's absolutely ridiculous that this is happening in the first place. Whatever happened to Fair Use?
Youtube uses an automated system to detect copyrighted audio content. Doing it manually in real time is impossible, and would result in week long or more delays between upload and availablity. The unfortunate result of that is the system will flag ANYTHING that is copyrighted, including music used in video game sound tracks. The only way to circumvent this is to disable any in game source of copyrighted music.
Edit.. apparently my PC thinks that "copyright" has a "w" in it.
