You are confused about something, the lighting is manually added into the location. It's not a graphical mods like ENB or ReShade.
Yes, it applies to the entire game unfortunately. This is why with NVIDIA's latest drivers, if you don't use HBAO+ for SSAO, you have a fscked up Pipboy that is unreadable. They apply their crap everywhere whether you want it or not.
It's supposed to be a volumetric lighting tech demo in effect, with the lighting effects limited to within Vault 1080. There are no other parts of the game that were designed to use these effects.
whatever Nvidia update happened it didn't effect mine, I'm on a GTX 770
