It's not listed in the guide, but dxgi.ini includes a framerate limiter of its own that tends to work better than the ones built in to many games. You can set TargetFPS=30 in that INI and my limiter will be applied.
Set it back to 0 if it makes things worse or shows no improvement.
I cannot duplicate this absurdly long delay you speak of. However, it is definitely the case that the post-battle screen runs sluggish when the game is artificially limited. If during my playthrough I find an actual reason to enforce a 3rd party framerate limiter, I can always add some code to detect when the battle summary is up.
I think just offering some people a proper fullscreen mode will take care of some of the problems. My mod already increases the kernel's timer resolution, so that isn't to blame as it was in Tales of Zestiria / Symphonia's framerate limiter.
This is in fact a very big problem. There is a good chance that someone is going to run the game with a 3rd party framerate limiter at some point in time and wonder why the bloody hell the game is taking so long to do anything :) I'm wondering this myself right now.
FFX is only using between 550 and 650 MB of system ram.
It constantly loads data in when traversing area and transitioning to and from battle.
Observed occasional hitching when traversing area. Not sure what's causing it, however I don't like it that the game is not using more system memory so it wouldn't need to load so much from disk drive.
I don't see frame rate counter dropping during hitching so I guess the game is repeating last frame.
There are occasional hitching through video when traversing area. One that it's very noticable is at 22-25 seconds. The game also reads a lot from registry, I hide that from procmon.

Updated: I think I solved most of my stuttering issues. My main issue is with my Titan X wants to idle with this game. I noticed the lower the settings I set the more it stuttered. I created a game profile in nvidia control panel and set power management mode to maximum performance. I also turned on V-sync in the settings.
So thats it!
ffs can't square give us a game that doesn't think its running on a ps3 for once?
What version of Windows are you running?
Unfortunately is very doubtful that what I just did will benefit the OP because they are using Windows 7, but if you have 8.1 or newer, you may see tangible improvements by using unx-flipmode.zip

It's kind of important to upgrade Windows from time to time for correct performance in games ;) Windows 7 is a total dog and lacks A LOT of important work Microsoft has done to improve windowed-mode efficiency, even with the platform update installed.
Every single combat load or scene change is a very long wait,yet the graphics themself seem perfectly fine.
So seems all the lag is like the system is cycling trying to find the code but takes forever to find it.
Turn off any 3rd party framerate limiter you may have. This is a known problem.
I wish I could, but windows 8.1 breaks certain games like Arkham Knight (which just flickers in fullscreen and runs awful for me in borderless). Windows 10 cuts the fps for some of my games in half. MGS5 is 60 flawless on windows 7 but drops to 35 in places on windows 10. Newer OSs just don't agree with my laptop :(
