no matter what a game does, your cpu shouldn't go so high EVER. downlaod CPU-Z and Core Temp and let one stress your CPU to full laod and check your temperature.
there is no point in building a PC that actually cannot properly cool it's full laod. because then you simply spent money on possible performance thats eithr not usable or unhealthy for your hardware. And this in the end is a watse of money.
A possible second issue may be voltage. Could be something provides too much voltage to your CPU which can have also a big impact on the temperature

Either way, you want to figure out what's causing the problem and a process of elimination is the best way to do that. :)
No the only time you should need to replace your thermal paste is when you are swapping out your heatsink etc...
Plus the reason you will be getting constant heat issues over time is that you could be putting too much paste for your CPU or too little paste!
Edit: and screw all these people saying thermal paste and ♥♥♥♥. This is NMS I know for a fact. Put some damn stress on my gtx 1080 for ♥♥♥♥♥ sake, good ol ps4 games...

ur cpu should never get to 90 degrees, jeez I thought 80 was high once on mine.
I'm monitoring temps with Asus AI 3, which reports socket + other things temp, on a second monitor. NMS spikes to full load (90-104W) when generating new areas, for just a second, reaching 85ºC, then magically returning to 65 to 60, which is normal.
In other cpu intensive games, like those with frostbite engine, I get ~65. 68ºC max in R6 Siege. Nothing tops that. Should check real core temps with HWMonitor or something, however.
Anyway, the sudden temperature change hints towards bad dissipation or weird temp reporting from the Asus software. I don't have a reference for that thou. And bad dissipation is also strange since I recently changed the thermal paste and cleaned the heatsink.
No thermal throttling so far.
