You can also cheat to get it if you didn't earn it back then. Save editing and mods are both a thing easily done with the game, and either one can unlock the normandy for you.
with that said, there's two ways you can get it... the 1st and easiest is via save editor... the 2nd is a bit harder and requires downloading the data file for the expedition as well as turning your clock back and playing offline (to avoid the clock updating and knocking you out of the expedition and also to avoid the data file being updated which will also knock you out of the expedition)...
i guess there's a 3rd way but it may never appear... that being to play the expedition when it comes around again... if it does...
What he is hosting now are instead "instant completion" files. They are set such that you do not need to change date/time on your pc nor do you get to "do" the expedition; they just insta complete. You do still need to be offline for it though.
I'm not aware of anyone who is hosting files that let you actually "do" the old expeditions at this point in time.

I have a friend who uses it but I don't, myself. I hope they run the mission again some day, and I have a feeling they probably will.
The only way to be sure 'everything works' with the files after game updates, especially big game updates, is to actually run each expedition. That's a lot of work.
By changing it to instant completion, it becomes significantly easier to check each expedition still is working. Basically he went from needing to spend 10 to 20 hours to verify things to needing to spend 5-10 minutes.
That would be very helpful. It's a wonder no one bothered. Useless lazy community contributors in my very humble opinion.
