Is there really only one way to get them? Killing the robot doggos?

as far as i know. you may also sometimes get them as rewards for missions, i think.

I don't recall having ever seen a blueprint for it, same for the Walker Brain. But both are ingredients for the frigate upgrades for which you can get blueprints.

Yeah I checked there's no blueprint for either. I was hoping maybe you could buy them somewhere

scatter blaster makes short work of them... then hide in the building... unless it glitches out and the dogs get under the floor... thats annoying...
