For a Gek he is smart.
I've rolled about 500 times (mostly to get nanites for other stuff) and not seen it. I've had well over a dozen of each plasma/geo/stasis grenades.
Given it's relatively new i dont know if it would be in the drop tables for random events/operations centre either (as new things often aren't). I also dont know if it can come pre-installed.
You can also look out for a multitool that has it already. Or you can save scum by saving before you open the drop, and reload if it's something that you don't want.
Or save editor, of course.
Your only chance to get the weapon you want is right at the beginning, but it's sort of cheating. You make sure you jump out of your ship to create a save point before opening the memory. You can then reload your save if you get the wrong one and try again.
The turn in memory fragments will give you upgrades for all your gear but never a second multi-tool weapon. (From my experience opening more than 1000).
For anyone reading this, you can “farm” that one weapon fragment to get whatever weapon you want. Simply make an autosave (space station or Anomaly work the easiest), open fragment, if not what you want, reload autosave.
The above works for ANY memory fragment.
Nexus is disabled, but you can still obtain them any other normal way.
Same here, I kept playing the expedition after finishing it and one of my goals was to see how much technology I could unlock through gameplay, rather than just purchasing it.
At this point, I"m fairly convinced that the neutron cannon was never added to the loot tables of anything when they added it....because it's the only multi tool weapon tech I haven't unlocked after over 100 hours of playing the save.
Aside from the Cannon, i have not unlocked any of the sub-weapon recipes. Also, the Neutron Cannons sub-weapons do not drop from the memory modules from polo or crafting, meaning they likely forgot about it entirely when making the loot tables and just copied the loot tables from other aspects of the game (which arent updated to include it). You can get the S class modules (which is how i learned of the weapon) but not the buildable ones.
The misc category still gives at least some freighter recipes though, i've gotten the craftable consumable recipes from crashed ships without needing to pay 10x salvage cost. Not sure if the hyperdrive ones are in there, hopefully they are. I dont use the freighter for jump drive, but its nice to be able to summon it in any system.
Once i've exhausted the freighter recipes, i'll probably just add the weapon via save editor as i dont really feel like waiting 4 weeks.

ok can definitively confirm the recipe isnt in the game. After finding a wreck that gave recipes from its random event, i just kept reloading and buying the recipe it gave from the nexus/freighter base and trying again.
After going through all the available production recipes and remaining frigate upgrades it eventually started spitting out nanites when i said i found a blueprint. So that's that.
