perhaps the machine is swapping due to something using more memory than is physically available?
without more information, tracking this down will be nothing more than WAGs (Wild Arse Guess)... why? because we cannot see over your shoulder ;)

Fair enough, my PC specs are lower than yours, but i'm not getting the lag you describe...so there is an answer out there for you.
NB. i run with most settings on the lowest (standard) and a screen resolution of 16:9 (1386x768 i think or there abouts) it's not pretty like those youtubers with their fancy rigs but i get by knowing it will only get better when i finally upgrade.
oh...and that's with mods...lots and lots of mods
PS. if you stick to that 'i've already tried everything' then wot is anyone suppose to suggest...how are they supposed to know that you already tried a particular thing?
My advice 'dial back' everything (eliminate background tasks), clear memory, increase your page file size, use the lowest settings in NMS to get the game running stable before you then incrementally switch things up for quality.

i'll bet there are and you simply do not know about them ;) Every multitasking OS has external and background processes that run all the time without the users knowing about them... until problems arise and then the users start learning about how their OS really works...
I run NMS with the High preset, and then bump up Anisotropic Filtering to 16 and knock down the Texture Quality to Enhanced. The tool tip for Texture Quality recommends High for 6 GB of video memory, but I get a large performance hit on that so, I run Enhanced.
Some people recommend Borderless Window, but I don't see any difference between that and Fullscreen.
