Stutter Fix (for some).
By bigbadbedwetter
One trick I found in Steam forums (can't find a guide for it, so I made this) seems to help me (unfortunately not all) reduce stutters a significant amount...

Search "ad" or "adjust" or "adjust for best performance" in Windows 10 taskbar search.
Select top result of "Adjust the appearance and performance of Windows Control panel"
Select "Advanced" tab.
Select "Background services" under Processor Scheduling, and then "OK" or "Apply."

Most noticeably, this helps me with stutters when flying low and slow in tight circles like when shooting the ground with ship weapons to farm resources. There are some stutters as I make the first tight circle low and slow, but then things smooth out. Without changing to "Background Services," stutters don't subside for me.

i5-2400, GTX 1060 6GB

Although I haven't experienced any system issues by sometimes forgetting to return Processor Scheduling back to the default value after a NMS session, it is probably best to return Processor Scheduling back to default right after playing NMS. After I set Processor scheduling to "Background," I've gotten into the habit of clicking "Apply" instead of "OK," so the window doesn't close, and I have a visual reminder to reset it back to default when done with a session of NMS.

I don't know why this works... but it totally fixed the lag I would get randomly.

Still works and gives no sense, but helps a lot even on newer systems with recent HW, thanks! :steamlaughcry:

Bump! This fixed an issue on my AMD ryzen 7 and RTX 2070 based system that caused lag every 3-5 (few) seconds for about 0.5 to 1 second. Tried just about everything else but changing background services to take priority on windows 11 worked for me! Thank you.

I just started getting back into NMS and found that on my system it was lagging or popping or freezing every few seconds for about 0.5-1 second. Tried changing priories in task manager and different video settings, even processor affinity. This fixed my lag in no mans sky permanently!

It didn't work for me but I found another solution:
Search "choose a power plan" and select "High Performance". I had it set to "Ultimate Performance" and the game was stuttering like crazy. I hope it will help if the guide didn't work for you. You may also try to change both proccessor scheduling and power plan.
