I run into them from time to time.

It's a mp monument -

'Interactions
Two players can create a Monument by choosing to interact with each other. After a monument is created, it is impossible to create another in the same planet.'

Then add whatever text you want . HTH

It's a relic from the days when you were you and other players were glowing orbs.

I recognize part of the text. I think it was a dialog from a crashed ship in a early version of the game (1.0 maybe). I don't recall seeing it years.

I am pretty sure it is one of the MP meet up monuments. I made one with another interloper during one of the first community events. You can see them (round shiny orb) in the shot.

Wow, haven't seen one of those in years, I used to see them sometimes at portals.. As stated above it's a relic from the old days.
