This is one of those restart type moments ...
I have restarted 3 times and the same scenario plays out each time.
if no mods...try verify the game files in steam
Game files have been verified
Considering that the game has just been started, I would then try a restart...
Maybe you are not close enough to any near building..?

-Do you get the Planetary chart placed in your inventory?
-If so, what do you do with it?
-What happens after that?
-When you say you restarted 3 times, do you mean starting new games in different locations?

Second I think I may have found the cause.
I have always used the bonus content to switch out the "Radiant Pillar BC1" with the bonus content "Horizon Omega" ship.
This morning I tried just going ahead and fixing the Radiant Pillar to see if that made a difference ... it worked.
LOL I'm almost afraid to introduce the Horizon Omega into this play through but I am going to. Will let you know how that goes.
Oh well, time to uninstall / reinstall the game to see if that helps LOL
