Report a translation problem
If there is someone else in your system (or the Anomaly for example), then you can't.
There are like trillions of stars.
So, are you LIKELY to meet someone unless you're in a well-traveled system or invite them to TP to your base from the Anomaly? Probably not.
But, it can happen.
There are certain areas the galaxy called community hubs where players gather. Find one of those and you will meet random people. Outside of that and the space anomaly odds of encountering another players are astronomically small.
You can search the web or this forum about community hubs.
I almost always have MP off when I play, but occasionally will turn it on in the anomaly or during an expedition, just to remind myself while I prefer it off.
