That's pretty great actually! I thought that it was unintentional change, but it seems that this is part of the update to the crafting system. The patch notes specified that they wanted to streamline the crafting system a bit.
This is probably what that meant.
Still no such action appears in crafting, and can't use them to recharge. Kinda annoying since I've hundreds of them in my cargo, now being completely useless.
