Umm you're not talking about multiplayer, you're talking about massive multiplayer. Multiplayer is what more than 1 person is, so multiplayer works just fine. Massive multiplayer was never promised in this game and still isn't.

Multiplayer = More than one player. Last time I checked, Four is more than one. So calling it multiplayer is accurate.

We have:

Functional multiplayer.
Friend invites.
Group-oriented quests.
The ability to join and encounter random players.
Chat.
The ability to shoot and loot other players' stuff (though those players also have the ability to battle log and avoid penalties of death.)
The ability to turn multiplayer on and off at will.
The ability to build, craft, and cooperate with other players.

Sounds like multiplayer to me. They never promised an MMO, and Sean literally days ago emphatically said the focus is on 4 player groups and that this is in no way an MMO. They made this overwhelmingly clear before NEXT's launch. There is, by definition, no "Scam" here.
