Report a translation problem
A pain in the ass but it is what it is. There is no fix at all. Nothing will change this as the game does not save changes to terrain. That is until the devs change this (assuming the ever will).

Considereing how often the game wants you to use the terrain manipulator you'll get that limit eventually without trying.
What I don't understand is why they can't have the base auto-excavate when it's loaded in as you get closer same as if you just placed it down. That way there is no need to save the actual terrain state as it's done on the fly (maybe a performance issue like when too many plants sprout and can crash the game).
