Steam VR - Bluetooth not available

So I own the oculus rift, I recently bought 2 base station 1.0 but I cant connect them to the computer since in the bluetooth settings it say ''Bluetooth not available'', I tried some stuff but nothing worked so far..

You don't have to use Bluetooth except for updating the base stations and using the power saving ability
The Bluetooth for that is from the headsets that support lighthouse tracking

You can update it using USB then without using the Bluetooth

That's easy, I know how that is cuz i'm doing the exact same thing lol, but basically plug in a tracker directly to the pc and that should work :/ then connect both manually as well, now my only problem is the stations are showing up in the floor...

Okay so now my base station are working and all but they are not centered and are in the floor, did you find a way to fix that?
