Terrible Home Menu lag spikes

Hardware:
Valve index
RTX 3080
AMD 5800x (not 3d)
32GB fast ddr4 ram
M.2 SSDs all around
Headset plugged into usb3 port (Checked motherboard manual, there is no doubt)

Software:
Freshly installed steamvr
Freshly restarted pc
Everything updated (drivers, windows, everything)
Nothing else running on my computer.
SteamVR video settings are at "100%" resolution

Problem:
Every time I open the steamvr menu, in SteamVR Home, I get massive framespikes, intermittent gray screen while it's trying to deliver the next frame. It's lagging like crazy, I can't even click buttons most of the time. Also, it's making me motion sick because the last frame sticks around for maybe half a second every 2 seconds.

It's laggy and unusable. It's been like this for a few months now.

Is this a known problem? What can I do to improve it?

When the lag is that bad, I've seen the problem was wrong openxr runtime, Anyway, scan this list for ideas:
