Asking somewhat as some seem to try to do it with a headset that dose not support it
In any case, I don't think the Bluetooth has to work for the base stations to work its used for power management and updating
If you have a lighthouse supported headset did you try maybe in the SteamVR window click the SteamVR part (hamburger menu) → Developer → Developer Settings → Remove all SteamVR USB devices
