And a couple other techniques (again with change resolution, and toggle visibility):
https://www.technipages.com/bring-off-screen-window-back-onto-screen
1 - Right click task bar
2 - Click "Show the Desktop"
3 - Right-click taskbar again
4 - Click "Show open windows" (the only open software at the time was the one with the missing window)
I've been trying to solve for so long.
Thanks once again!

Quaoting from https://www.reddit.com/r/Vive/comments/4ip2x8/how_to_fix_steamvr_error_301_steam_support_just/
"After trying everything i could find in the Internet to fix the Error, i wrote to the Steam Support and they told me to do this:
Run vrpathreg and fix the paths to the correct drive letter/directory, or delete the openvr.vrpath file in <user>/AppData/Local/openvr. This folder may be hidden, so ensure you have these set to visible:
-Open Folder Options by clicking the Start button , clicking Control Panel, clicking Appearance and Personalization, and then clicking Folder Options. -Click the View tab.
-Under Advanced settings, click Show hidden files and folders, and then click OK.
It worked for me! :)
Have a great day! :)"
