Can you post some source on this? I heard they have same health and armor.
But has nothing to do with their role: http://en.wikipedia.org/wiki/Panzergrenadier
PG http://coh-moderncombat.com/CoH2Stats/Axis/Soldiers/panzergrenediers.html
Shock Troops http://coh-moderncombat.com/CoH2Stats/Soviets/Soldiers/shock_troops.html
This says 1.5 armor vs 2.25 for Shock Troops but it also says 80 health for all foot soldier units in the game so I dunno.
They do alot more damage and at close range will beat every Russian infantry bar Shock Troops , Conscript using the Hit the Dirt ability with the PPSH upgrade or Penal Battalion with flamer upgrade.
They also don't have a accuracy penalty while moving.
They can upgrade to Panzershreks for 120 munitions which makes them quite effective at taking on tanks but less effective at fighting infantry.
Bundle Grenade has less range than Grenadier Rifle Grenade but a larger blast area.
Generally speaking you will want to use P Gren's at close range and Grenadiers at long range.

Shocks have less DPS than PGren's. Its the armor that gives them the edge.
