The gameplay at its core is exactly the same - though obviously balanced a little different.
The USA, British, and the Oberkommando have to be bought. CoH2 only starts you out with the Soviets and the Wehrmacht.
CoH2 uses a completely different style of play per faction - the factions that are in both games do not play similarly in any way whatsoever.
Balance is always a contested issue. Not gonna go into that. Some people think some factions are OP. Endless banter.
Yes it is worth it for MP. In fact that is exactly the reason to buy this game. It has a campaign (2 if you buy Ardennes Assault) but the MP is the reason this game still has a good number of players. (2000-5000 a day). You can play custom games, co-op VS AI, Co-op "challenge" campaigns, and of course PvP.
And is gameplay more casual? Or can you buy snipers and do sniper spam? Are multiplayer maps bigger or smaller? Like is it important to get fuel and ammo to buy army? Because my favorite map is The Scheldt in Company of Heroes 2.
Absolutely not.
Maps are the same sizes as always. Some CoH1 maps have been ported to CoH2 aswell.
Resource points are the same (Manpower points, fuel, ammunition, victory points), but you can't build observation posts on them anymore. Infantry (and some unique light vehicles like kubelwagens) only need to remain CLOSE to the points and can still fight back. Instead of obsevation points you can now build Fuel and Ammunition caches over manpower points so that they also supply ammunition or fuel. (Between you and me, don't worry too much about this. It's not such a radical change really).
You can still do a sniper spam for some factions, but as I said the faction design is different now. Some factions do not have snipers, other have earlier machineguns, or better mortars, etc.
As for commanders, yes each commander has a unique command tree. You start off with 3 commanders for the DLC factions and have to buy the rest. I don't remember how many commanders you start off with for the vanilla (Soviet/Wehrmachts) factions, but I believe more than 3. You can buy more commanders either via DLC/Microtransactions or the in-game shop. Once a commander is unlocked it is permanently available. By playing the game you get free in-game currency to spend on commanders and skins.
You "equip" 3 commanders for a match. In-game you can choose 1 of the 3 just like in CoH1. The only difference is there are now like 20+ commanders or so (or command trees if you will) and you can buy them.
I suggest you google this system and/or watch a few YouTube videos on customization. Unless you have specific questions.
This will ususally not include the british or all commanders, but you won't be needing those to play competitively. playing games will earn you supply drops or credits which can be either commanders or the means to "purchase" commanders without paying. If you are really turned on about a specific commander you can buy it for a few bucks, but you can also play for 1000 hours without ever feeling the need for additional purchase.
This game has a small player base compared to big rts like DOTA and HOTS, but there is nothing else like it and an absolute must for fans of rts and ww2!
those can be used to buy 2 commanders you really want, or buy some intel bulletins you would really want
For campaign and skirmish it;s worth it alone.

I came back after a long while, and enjoying still. Good game.
Plus, while the commanders add great variety to the game, they rarely decide a battle. I've played plenty of MP games where I didn't even select a commander, just relied on the base tech and been fine.
It's a great game. It's not unusual to find 4,000+ people online playing, even though it came out 4 years ago. Everybody ♥♥♥♥♥♥♥ about it but they can't stop playing.
