this is not the problem:

allow players to join a convoy in the multiplayer games without being required to download all of the mods the host player is using.

The biggest problem is how its handeld with the DLC's the player with the least (Map Dlc's)
if forced to make the server because if he doesnt he cant join this shut be done the same as currently with the mods
the base for this is already there with how it is handeld now so why this is still not done i dont know

The map on this game is big enough already, what it really needs is some major improvement in the gameplay as it turns boring and repetitive very fast.
