Of course it does. In order to use the map you have to have the files for it. And if they download the files to you because you don't own it... *POOF* ...no need for a torrent. Why would they give you that content for free?
However, in this case, people would just stop buying DLC maps and play Convoy to have access to those maps. So it would be pretty stupid and this has nothing to do with piracy.

But you somehow think that not providing paid content to users who haven't paid for it has nothing to do with reducing piracy?
DLC characters, costumes, special moves and many other things are available in online games, yet you don't see any piracy concern about that.
It HAS nothing to do with piracy. The way that games such as HOI4 or EU4 works has nothing to do with what you said. You don't have the DLC files on your PC, they are temporarily downloaded the moment you join the server and de-enabled after you leave it. So please don't assume that's the way it works in those games when you don't have the knowledge about it.
But yeah, i can see that hurting your business model as people would just borrow the DLCs from other people on multiplayer and those DLCs don't change the core game experience as EU4 or HOI4 DLCs do, so the game could work completely fine without one having them. What would need to be enabled for all though are the trailer packs and cosmetic DLCs, or at least the models would.
Yes but Piracy is already rampant, so it wouldn't make a difference anyway. Companies like paradox get away with it very easily and people rarely pirate those games massively. It's really not a big ask to make the game playable for people who don't have that much DLC on a host. Otherwise I don't think they will use this mode at all. I have all the DLC yet can't play with my friend who doesn't have that much DLC. Not only are SCS restricting none DLC owners but also DLC owners.
That's scummy imo.
SCS really need to rethink this, I already think the 1 (pretty small and overpriced) DLC a year is not good. But now this? Damn you guys are making it harder and harder for me to play this game.
The same happens to me. I agree with you.
I think that the best solution would be that anyone could play with any host. If someone has a DLC map, they'll be able to enter that map, if you don't own the map, the roads wouldn't even show up to you.
