Directx 9 has been around since 2004 when Windows XP SP2 was released and as much as it is lighter and more innovative at the time its features and enhancements are no longer for that time so if you install Windows XP on a high end PC it will not have the performance that it should have because Windows XP it is not optimized for multi-core PC and as with it then happens with Directx 9 because it also does not support multi core since it is now used even by Directx11, It is not intended to maintain DX9 support since 5% do not run on video card with support only DX9 and also as a simulator there is no sense to maintain support for this directx as it does not even support multi-core processor, made sure to migrate to the Directx11
