Permanent bans are only issued either after 5 bans within 1 year or until the user changes something (like a profile picture or name). TruckersMP Support is also available in multiple languages. In the worst case scenario, they can use google translate.
Also 300 euros of DLC has nothing to do with TruckersMP. It's for the singleplayer game.
Just searching your friend's name brings up multiple evidence videos of his supposed rule-breaking, so I'm going to go with option 1 -- that he had at least 5 bans within 1 year.
So does that mean that there is nothing to do and he has to buy the game again and make a new account to be able to play online?
Just not playing TruckersMP in general. Creating a new account is ban evading as per their rules.
Creating a new account won't change anything. TruckersMP bans the person, not their account. That's also classified as ban evading and you will most likely get banned as well.
I wish he would be banned from ALL online games for the rest of his life.

Last but not least, if he can't act like a mature person in MP on a Sim server and got a permaban, which is really not easy to achive in TruckMP, it is OFC damn ♥♥♥♥♥♥♥ deserved.

I'm normally a nice person, but when I see this stupid "ban-excuses", the same I see for over 20years now, from cheaters, trolls, griefers, they all belong into the same box and I have ZERO respect for such people.

Edit: 300€ of DLC when ALL DLC with basegame are 250€ without ANY sale. It's getting stranger and stranger. I doubt that Austria and Germany have different prices.....

and yeah he doesn't know english that goood, he can understand of course but still not that good at english.
