I know the 128k MP3 streams work in ETS2, haven't tried any of the alternate formats. As for the text you need to add to the live_streams.sii file, it should be added to the end of the file after the last existing stream but before the closing brace, like this:
stream_data[195]: "http://relay.181.fm:8056|181.FM - U-S 181"
stream_data[196]: "http://http://stream.timlradio.co.uk/ABSOLUTE80SIRMP3?ats=1|Absolute Radio - 80s"
}
Easiest way to do it is to just copy the last entry in the file and add 1 to the number in brackets and then replace the URL and station name, being sure to include the | between them with no spaces.
If you can open the URL (that you want to put in the file) in Windows Media Player, then you can probably put that URL in the live streams file.
Typically you may find playlist (.pls) URLs, these will usually not open in ETS2
