You need to press L twice to activate the head lights. Also press F4 for options (low beam/high beam/roof).

If you only press L once you only have parkinglights, or positionlights, on. You need to press l 2 times to get lowbeam on.

they are not talking about "big lights", they are talking about your headlights. press L once for parking lights, twice for normal headlights. If you want your brights on (big lights) that is K, completely different

Yes as above as Margalus said.

L once is parking lights
L twice is low beam
K is high beam

We understand that you get fined when you have parking lights on but have you tried what several people have suggested and press L twice to actually turn the low beam head lights on.

You can also click "F4" on your keyboard and manually turn your Low beams on, as well as any roof or front light accessories, or your beacon. Your parking lights and high beams can also be turned on in this menu.

You can also do this with "Cabin Adjustment" from main menu. It seems to get reset every time you customize your truck, though.

I drive with highbeams always on in the middle of the night runs. Other than oncoming cars flashing you there seems no downside.

By most country's laws and for general safety headlights must be on when visibility is low. Parking lights or positional lights only light the marker mights or corner lights so your vehicle is noticable in low visibility such as darkness, dusk, dawn, poor weather such as rain and snow. As the one name implies they should only be used while parked or stationary. This is done by pushing L once.
Headlights must be on in low visibility while moving as to light the roadway and other objects in front of you. These must be on while moving and is recommended to have turned off while stationary however not required. Headlights should be on if they are noticable on the ground while on (in the game they are always noticable on the ground when on). This is done by pushing L again, cycling from off, to parking lights, to headlights, then back to off.
High beams, big lights or brights shine light further away than regular headlights, however shine higher so they temporarily blind oncoming drivers. This is why they can only be used when other's are not around. This is toggled by pressing K.
As for front grill lights or roof lights there are no regulations on these unless they are specifically for off road use. In the game everything is street legal so they may be on on anytime and only come on while the headlights or high beams are on. Grill and roof lights are off while the parking or positional lights are on.
Generally when the other cars on the road in the game have their headlights on, I have mine on. I hope this helps.
