Click the Support tab, select your OS, first item in the list is the driver:
Xbox 360 Accessories Software 1.2
Download it and install it, you do not need to uninstall any old driver.
Install the latest driver anyway, even if you think you have a current driver. Sometimes reinstalling will fix problems with the current driver.
Is your controller new? Have you tried to use it on another game?
The lights are not supposed to blink (except when you first turn on the computer). Leave the controller plugged in when you shut down Windows. When you next start up Windows (with the controller already plugged in) does the controller work then?
You must use a powered USB port, not an unpowered USB hub. You need to check which of your USB ports are powered and which are not. Many laptops and some desktops have some unpowered USB ports, usually the front ports.
Like zbobg asked, have you download the xbox 360 drivers for windows?
In Win7/8 there is nowhere to see the raw values returned by the controller. There is a nice utility available from Wingman Gadgets a group from Logitech who publishes tech tools for their devices. Go to:

Download and install DXTweak 2, run it and select your xbox controller. You should see the controller's raw (axis) values that are reported to Windows. If the controller is detected properly you'll see "Controller (XBOX 360 For Windows)" or something like that in the "Polled Device" window at the top.
Your drivers are probably ok, check the USB port drivers and see if there is an update available although that's probably not the problem. USB ports do go bad, I have had one burn out its power connection and I have one port on my laptop that is intermittent, whatever device is connected there works ok but continually disconnects.
Lastly, xbox controllers can go bad. That's why I asked if it was a new official MS controller, or (not trying to be rude) did you buy a cheap knockoff version?
Find any other Windows computer, preferably one that has a functioning xbox 360 controller, and try yours in that computer. Find a different xbox controller and try it on your computer.
