Here are screenshots of the options I am selecting when I launch the game. I select Mouse Steering, Simple Transmission, and otherwise leave the settings on default:

When I first launched the game for the very first time, I had a wired Xbox 360 controller connected to my PC. Thinking that may have been the problem, I have tried disconnecting the controller, launching the game, and then creating a new profile and selecting Mouse Steering from the control wizard again, but it didn't have any apparent effect on getting mouse steering to work.
For anyone else having difficulty enabling mouse steering, go to Controls options and click this arrow at the very top and select "Keyboard + Mouse Steering":

Exit that page by clicking the X at the top right corner. Do not click one of the options at the the bottom of the page or else your choice won't "stick".
You can still move the camera with your mouse. Just hold the right mouse button as you move the mouse in order to move the camera.
Bought the game yesterday and having a lot of fun with it.
