Before you make HUGE assumptions about memory, that pool is actually quite small and even doubled is still small. It's not megabytes of memory. It is an internal pool of memory used for (I guess) temporary objects.
I am running Win 7 Pro x64 in 4Gb ram, the game itself uses less than 750Mb so available main memory is not the problem.
If you run the "Just Play Mod" the pool needs to be 400, with the trailer pack it needs to be 600 according to the author's notes.
If it is a Steam shortcut, in Properties it should look like this:
steam://rungameid/227300 -mm_pool_size 600
If it is a retail copy, in properties it should look something like this:
L:\Games\ETS2\bin\win_x86\eurotrucks2.exe -mm_pool_size 600
In the above the game is installed in a "L:\Games\ETS2\" folder, your install folder will be different.
With steam you can also "Set Launch Options" from the game's Properties inside the Steam application. In that case you simply put "-mm_pool_size 600" (without quotes) in the edit box then start the game from within Steam.

It is also because the Map 2.0 includes a 200 trailer mod already in itself.

I think I know what you are thinking, there have been games which when high quality texture packs are used the game may have trouble with running out of memory. That's a different problem.
In this case the TSM itself adds a number of models and textures and the trailer pack adds a number of (high quality) models and textures. The game just needs more memory to keep track of all the models, more models needs more memory. In addition the density of objects in any particular area may be higher than the vanilla game so that it's helpful to have some extra memory available.
@badmjoj: Do you mean pedestrians? I recall the author indicated that there would be more pedestrians in cities. Well, I haven't seen any either but I haven't played TSM v2 for very long yet.

Attention:
To use this mod you have to add additional ram to your ETS2 at its startup. A mem pool of 600 is needed
** The note here about hybrid graphics on laptops refers to GPUs that use shared main memory. The models and textures in TSM may put too heavy a load on those type of GPUs leading to very low FPS and/or crashes.
Edit: I revise my previous comment - the download service the creators of this mod have chosen is a joke, and completely inadequate. It allows 1 free download per hour, and the mod has quite a few optional parts to complete it. I have zero intention of spending the next 12 hours downloading 1 tiny piece per hour so I can play it.
Additionally, the use of any file downloaders like IDM completely break uploaded.net. It is simply a poor file host.
Hopefully the mod creators can read what I posted, and learn something useful from it.

After doing the North Africa run across the top, through mile after mile of sand, up hill, down hill, I'd recommend this mod to anyone!
Lot's of extra eye-candy and all "new" cities have jobs to and from, unlike many other maps.

Yes, I realize it says that, but then they offer an scs file for download contains both of them in one. It's just one file that supposedly haas both and not two seperate files.
edit: didn't realize zbobg had already posted what I was going to say. I'll try just the seperate mods and see if that helps.
