Game crashing because of KERNELBASE.dll -Help

I can start the game and drive for a few minutes, then out of nowhere the game crashes.

this has never happened before.
I tried: making new Profile, verify game files, and disabling every mod.

Previously it somehow ran at 40~ FPS at medium settings (100% scaling)

The minimum specs have been updated quite some months ago. Please check them on the Steam Store page.
Besides your PC was never meant for gaming but for office work.

Could a mod from the workshop be the reason? or only manually installed mods

This time i started driving in Bologna Italy, went on the highway for about 5 minutes and then it crashed

That game.log is not from a crash but from a normal quit:

00:01:08.250 : quit

But since you have about 20 mods it should be pretty easy to check which of these is compatible with the current game version (the mod manager is NOT doing this for you).
