I can't see anything wrong from here due to the way you explain it. Please describe in details how you do create the mod, the sound samples file naming and format, the tool being used, etc etc etc...

Now I'll explain. I wanted to create my own sound mod GPS Voice in Ukrainian. I created the folders /sound/navigation and added them to the archive. Then I found the voice I needed for the modification, found a guide on YouTube on how to make a .bank file. So I converted the voices I needed into a wav file in order to make a .bank file, downloaded FMOD Studio 2.01.11. I dropped the sound files into the Assets folder, then moved them to Events, and then, after checking if it was playing, I created “ukrainian_danyil_pack” in the Banks section and dropped the sound files there. Then, by pressing Save as, I created a new folder where to drop those things. By pressing F7, I saved those files and then created a guids file. After dropping them into the archive, I started writing the .sii file. I finished the full structure, I put it in the mod folder, then activated it in the game, I went into the game and saw this error: i made a good files but on finish i got this [navigation] the voice pack 'ukrainian_danyil_pack' doesn't contain valid sound bank! If you need to see the sii files, I will be happy to send them to you
The workshop has other people's voice packs for the navigator.

Have you tried downloading one of them and performing the reverse operations to see how their mod is assembled?

I found a video on YouTube from a wombat trucker and I watched the guide on it. But then I realized that the video is too old to follow it. And how to download and view the workshop files?

You can find downloaded game mods by following this path:
<Steam Folder>\steamapps\workshop\content\227300
If you download the mod I suggested above, it will be located in the "3218548811" folder.
This may be unrelated, but I’ll mention it here just in case.

For voice navigation mods, if you compress the files when creating the archive, the mod will not work correctly.
Be sure to create the archive without compression.

I did just that. But when I create a zip archive without compression and rename it to .scs, the mod disappears in the game itself.
The file structure for publishing to the Steam Workshop is different from the file structure used for a local mod.Specifically, when using a mod locally, the versions.sii directory is not needed, and you must archive the files up to the directory that contains manifest.sii.

everything is created the same as mine, only the guids file has more text than my guids file
Pack up your sketches and upload them somewhere. I'll take a look later in the evening, maybe I'll find what the problem is. But I'm not promising anything.

After a lot of digging into how modding works in this game, I suspect you've almost completed your mod. But, most likely, you used an incorrect version of "FMOD Studio" to generate the bank file.

You can download the results of my experiments on your files from the link - https://nh.je/uploads/ets2/mykola-files.zip

The sound files present in the archive do not cover all the possible "events" that can be voiced by the navigator in the game. You will need to click on "voice test" about 10 times to hear what you expect. The file with the required navigator response is missing - the "test" button does not respond.

Since I don’t have a deep understanding of this issue, I recommend downloading several other people's mods for navigator and comparing your list of sound files with theirs.

To get a list of files from "bank"-files, you can use "Fmod.Bank.Tools".

Rename your file "ukrainian_danyil_pack.sii" into "ukrainian_danyil_bank.sii".

Also make sure all container under "/sound" folder is not compressed (pack as STORE mode).
^

Ouch.
Perhaps I suffered in vain, and the correct answer was given an hour ago. xD

OMG Thank you very much, I couldn't have done it without you.
