just extend them and add ETS3 to the contract
Why would SCS ever need to release an ETS3 or pay anyone to use a game engine? They would have to re-negotiate EVERY truck and trailer license in the game currently to use them in a new version, never mind every player having to buy it again.
We get trucks and updates FREE, not charged for like so many so-called "AA" games.

Apparently you must, as you know so much about how the industry works and can confidently tell the ACTUAL devs how to run their business. Amazing.
Just reading the previous posts here on this topic will enlighten you (hopefully) and if you want more info, go to the SCS forums and read the SCS dev blogs and social media posts.
I managed to play some most popular games recently. From those forums, there are a lot of controversial topics aiming to arouse extreme feedback only to farm awards.
At that time I realised getting steam points for sales is a big business.
The way of doing it is simple: find some very active forums, spread some nonsense e.g. UE5 for ETS, get some rewards.
I enjoy quite a lot in those forums. But I don't think we need it here.

Ofc they can switch engine, especially as at some point the licences will need extending and ofc they can simply add an addition of a new title. They can even amend current agreements if they wish.
Things like this happen every day, all the time as a normal part of licencing, the fact you think a business cannot rework their licencing is hilarious. How do you think the entire marketing and commercial worlds exists..
